ERG repealed

The Commission's decision was published today repealing Decision 2002/627/EC which established the European Regulators Group. BEREC assumes under the new framework ERG's role which is enforced in various aspects.

France Télécom State Aid Case

The General Court ruled o Friday 21 May 2010 (decision in french) that the ministerial declarations in favour of FT did not constitute state guarantee and thus did not violate state aid rules.

DRAM cartel fined by the Commission

The Commission in its first cartel settlement case, fined DRAM producers (the whistleblower was not being covered by the leniency notice).

New Block Exemption Regulation and Guidelines

The New Block Exemption Regulation and Guidelines on vertical restraints have been recently adopted (greek version of the Regulation and Guidelines).

Digital Competitiveness Report

The Digital Competitiveness Report was released. As far as Greece is concerned see the country chapter.

Digital Agenda published

The long-awaited Communication of the Digital Agenda went published (see also Digital Agenda's site). This is one of the hot topics to concern the EU policy in the years to come. However, a preliminary remark of mine is that its practical suggestions concern mainly intellectual property issues, while as far as the openness, and neutrality topics are concerned there is no solid action foreseen in the immediate future, leaving them practically to the hands of the industry. It seems that only DG COMP may to some extent regulate these issues in a direct way. As technology progresses rapidly, it may be more wise to see some ex-ante regulation in this sphere. This, though, is admittedly difficult since the new telecoms package,recently adopted, does not provide for such measures. Lastly, it shall be mentioned that the Agenda draws attention to spectrum harmonisation as well.
